Proposed Changes to .ee Domain Rules Now Open for Community Feedback

Estonian Internet Foundation (EIF) has developed proposed amendments to the .ee domain rules, driven by the objectives set out in the 2025–2027 EIF strategy. These changes are intended to help develop registry services that better meet the expectations of the community. We are now also inviting feedback on these proposals from the community.

The most important of the proposed changes to the domain regulations concerns simplifying the domain name ownership transfer process. The aim is to reduce administrative burden and make ownership transfer procedures easier both for users and for registrars. In addition, EIF proposes allowing more flexible management of automatic domain name renewals.

The proposed amendments to the Registrar Agreement focus primarily on updating accreditation requirements. The current regulation includes a requirement introduced in 2015 that registrars must periodically pass both a certification test and a technical test, which is no longer justified in practice. According to the amendment proposal, registrars would continue to be required to pass only the certification test on a periodic basis. EIF also wishes to create the possibility for registrars to offer end users automatic domain name renewal and to regulate document retention requirements more clearly and with less administrative burden.

The proposed amendments to the Domain Disputes Committee (DDC) Rules of Procedure are related to the treatment of geographical indications as prior rights. This addition stems from European Union law and is intended to ensure that the domain dispute resolution process is aligned with the EU legal framework.

The amendments to the domain rules are planned to enter into force in accordance with feedback from registrars and the internet community. Therefore, we welcome the community’s feedback on the proposals.
